  • Gun effeciviness has to do alot with the user. A ar15 can shoot a good distance but most people can't land shots at the "effective range".

  • Purchase and manufacturing them may be, but existing ones are usually grandfathered. The ATF understands that attempting to confiscate guns or magazines is a recipe for disaster. Back in the 10-round limit days from 1994-2004, Glock made a killing by importing a huge glut of high-capacity magazines, then doling them out at higher prices over time. By the time of the ban's 10-year sunset, $25 magazines were selling for about 100.
