No, there is no service, and won't be such, to transfer characters, equipment, etc, from one account to another, whether on the same or different platform, for Destiny 2.
If you're just starting on PC, you'll be starting fresh.
If you recently made your Destiny 2 PC purchase, you also won't be getting any pre-order bonuses. Program and DLC licenses don't transfer across account, either, so any bonuses for preordering on PS4 won't carry over to your PC purchase.

Bungie doesn't mess with your licenses. Your account licenses are owned by the respective platforms. The licenses you own on PS4 are controlled, managed (and actually owned) by Sony; licenses you own on PC are controlled, managed (and actually owned) by Blizzard; etc. Blizzard will not give you a free ride just because you own the game on a different platform. It's way out of Bungie's hands; such things would ultimately be up to Activision; Bungie just develops game, Activision markets an makes it available.
