Xur is so obviously the answer here. Just give him some forsaken exotics already, even if it's just a weapon i.e. 1 per week...
What would be really great, though, is if you dropped the thing that's fits a player e.g. when I was running a nightstalker in early Y1 and I never got Orpheus Rigs until I had basically all the other exotics? That was annoying because rigs would have taken the way I wanted to play and built on it for greater enjoyment.
I've been running Gunslinger for a long time now and I'm sure Bungie's systems can see how much time I'm dropping on that subclass but I'd put money on it that, just like rigs in Y1, Shards of Galanor will be the last exotic I see.
Why not have a system that drops the exotic for the subclass you favour playing? It's a win-win, I enjoy my game more hence I drop more hours into playing the game. Plus I speak more favourably about the game to other people hence Bungie win too.

I’d rather see fated engrams include forsaken exotics but award the engrams on a quest like “complete all weekly milestones.” That way people who spend the time are guaranteed a new one even if it is at random. Then people wouldn’t be able to log on once every weekend and get everything. Osiris and Warmind were no good because I had the rng exotics after 3 weeks of each.

Exactly. Let’s be clear. Nobody is asking for a handout. If the sweet exotic loot accompanies the player on the journey to max light it makes the game more fun to play. Using the loot, creating unique builds, adapting play style, etc. When the gear isn’t obtained and players reach max light they look back and realize that the journey wasn’t as good nor as fun as it could of been. You then feel that your commitment to the game has been disrespected.

Exactly. Last thing I want is a handout, that's not a satisfying way to play either. I'd go for more quest exotics too for the same reason - you have to earn them. No rng gates on them, though... Finally got malfeasance boss to spawn after nearly hitting infamy reset 2 but I'm one of only two people in my clan to even see it. Much better imo if it was the other way around i.e. easy to obtain and start a quest but make the quest steps really challenging. That would be a worthwhile grind. That's my 2 cents, anyway.
