Is it really though? I mean, this is something really on the top-level of game features that doesn't seem like one that would be missed by Bungie during testing, or, seemingly unfixable for so long. I mean, the feature either works, or it doesn't, and for what, 6 weeks now, it hasn't worked. Has Bungie actually commented on it? This is looking more to me like Bungie decided it would be too OP and so they dumped the feature altogether.

They did say they were looking into it, it's not performing as intended

I agree but don't put it past Bungie to miss obvious bugs, their play testers are literally jokes. They would do better firing them and just making an alpha server for the players to play test.
