What it should do is take health down to them being a 1shot by a hc or scout, then it would be balanced, but unfortunately it may still be underwhelming against shotgunners but that is always the case that people make with any weapon. Mind you, if it was set up with this much damage it would be perfect, because you could do a half draw after your initial headshot and with a skilled shot just finish them with the bow alone, it would be a useful weapon on it’s own without having to switch to something else to finish them, i hope this is the solution they come up with.
