Make year 1 NF unique weapons select able perk traits both active at the same time to be more competitive with current year 2 random roll weapons. This should be a simple update and would make these unique NF weapons feel more rewarding for existing owners and those players still needing a reason to grind for them. The select able perk traits for D.F.A. (Opening Shot & Rampage), Duty Bound (Zen Moment & Rampage) and Silicon Neuroma (Snapshot Sights & Opening Shot) being active at the same time in my opinion wouldn't make the guns unbalance in any way with the current year 2 random roll meta with more powerful level 10 masterwork and weapon mods. Otherwise, these weapons seem barely used by anyone in PvE, PvP and Gambit as they aren't very competitive with the current year 2 meta.
