Despite everyone saying "adapt", that doesn't change the fact that it's *the* go-to weapon for Gambit, for both invaders and defenders.
Removing the invader's ability to see the enemy team would make invading pointless. Half the time, you're searching for the enemy, while you glow like a beacon for them to use their sleepers.
"Adapting" means hiding for 30 seconds (effectively pausing the game for the invaded team) or to counter with your own sleeper (further proving it's OP and overused).
Buffing other heavies [i]may[/i] help, but we'd need a hell of a buff to make them competitive to the cross-map OHK machine that is the sleeper. Rockets and grenade launchers always give you time to evade, linear fusion rifles can't kill in a single body shot. So unless we give all rockets aggressive tracking, significantly ramp up the range and velocity of grenade launchers, and buff linears to be OHK on the body, we aren't going to see a change in the preferred weapon

Bungie _should_ tone up other guns anyway. The lack of options to counter Sleeper is a huge part of it, as are Gambit invader advantages.
