a lot of stuttering and frame rate going over 60fps with v sync and frame rate cap on.

[b]Description:[/b] frame rate goes over 60fps with v sync, set to 60fps, as well as the frame rate cap enabled to 60fps. when it goes over 60fps it doesn't look like v sync is on(not smooth). On top of that the game stutters a lot,sometimes even when the frame rate is 60fps, and seems to stutter more than my previous GPU (960).
