This is more of a Gambit design issue than a specific weapon issue. Locking access to power weapons while invading is one possible answer.
Dealing with the absurdity of aim assist in PvP would be another potential mitigating factor.
There’s also the fact that because there’s no way of telling where the invader will come from, the current design of Gambit basically makes it impossible to ready a reliable defense to invaders, regardless of their weapon loads, even before we get to the fact that they’re overshielded. Highlighting them would be another potential way to normalize encounter outcomes.
