What is going on? All my powerful gear is dropping below my light or 1 above. I'm wasting my time this week!!!!!!!!!!!!

From what ive seen and watched on youtube the dailies only drop your lvl or one higher. Nfs drop up to 5 light lvl higher and petras weeklies can drop up to 9 higher...there is a tier system for powerful engrams drops in play..the only engrams that ignore it is prime engrams...basically use the dailies to upgrade whats behind in lvl then use the nfs and petra weeklies to jump up in lvl..and hope for good prime engrams..the other weeklies are around nf lvls
