What can I and can't I do on the PlayStation plus Destiny 2?
Is there a soft cap? Is there some content that has been removed from the base game like raids etc? Do I have to purchase the full version of the game to access that content or just the DLC?

Everything that originally came with the vanilla game will still be available. The character and power level caps of vanilla will be in place which is 20 and 300. To get above those levels requires owning the DLC’s. The raid is still available to base game owners.
