Hey there,
Thank you for the report. With the latest update, the Patrol Quest has been removed. Players should now be able to see Patrols and Flashpoints as soon as they unlock the Landing Zones on each Planet.
If this isn't the case for you, please let me know.

Unlocked the landing zone for each planet and am unable to access patrols.

Hi again. To give an update, I have been told that characters have to reach max level then level up one time for patrols to unlock, or players can wait until Forsaken launches and play through the first few missions.

Ok will do. Update Thus Far 9/1/18 10:08PM Completed All Story Missions ( Main, Curse of Osiris, and Warmind) I currently only have Patrols on Mars no other planets have shown any patrol activities. I will await Until Tuesday to see if something happens during the release. Core

For the OP, is the initial quest from Cayde no longer needed then? It appears they hadn’t even ran it to initiate the patrols.
