I've got the exact same issue. Started yesterday around this time where people who were logged in before the issue started would show online but new people wouldn't. Clan list is completely empty as well. Playstation friends list works fine on the dash board but in destiny nothing. So far I've tried power cycling the router and playstation. Highly doubt this is a PSN issue as everything looks and works fine out of destiny but not so much in destiny.
