They are not breaking the law. Destiny 2 came first. If they developed destiny 3, and dropped it with these random loot crates then yes if they sold destiny there.
As is. They don't have to change destiny 2 one bit. Bungie is located in Seattle Washington, USA. Now they do sell to a worldwide customer base. So local laws will apply to the product being sold.
So while bungie will have to abide by these laws if they want to continue to sell their product there, its likely they just won't sell there. They could however alter the copies shipped there to not include the loot boxes, and the items available within.
However they do not have to change destiny 2 to comply, as it only applies to copies being sold after the laws have been passed, not before hand.
i'm not a lawyer in those countries you speak of but the law was ratified while the product was already being sold in which case the government has to allow companies enough time to pull the product from the market...
