Hello,
The patch stops back to back decoding [b]exotic engrams only[/b] not awards or milestones from being the same item.
So you can still get a Coldheart, then Mida Multi-tool then a Coldheart from 3 engrams.
Do you have a video of receiving the same item back to back from exotic engrams?

No i disnt think i needed to record each time... but yes they were all engrams none reward
