Persia ruled over Egypt and Rome at one point so I'm going with Persia.

Persia never touched Rome. They could not even conquer the Greeks at the height of their empire. How could they have ever hoped to conquer Rome?

I think I confused it with Greece. At one point they did conquer large parts of Greece. [spoiler]I'm not really a history person lol[/spoiler]

They had several really really long wars that Greece eventually lost after a good 200 years.

The Persians has trouble beating the Greeks and the Greeks were steam rolled by the Romans. The Persians used sheer Man power to overwhelm their opponents. The Romans had superior tactics and weapons which would beat out the Persians even if they would be outmanned
