Well to be fair, random redguard farmers did a pretty decent job.
Not to mention that besides the sea, there's really only one or two narrow paths into skyrim that the Thalmor could use, and the inhabitants of skyrim are bound to know them better than some invaders.

They fought off occupiers. Much easier than an invading army.

And its assumedly called the Sea of Ghosts for a reason.
Enough for landing forces. With all the coast line, the Dominion could land anywhere in the north and spread the already meager Nord armies thinner, making them easier to defeat.
