Not saying he couldn’t do it, or if he did he’d get in trouble, but with the publicity he got he definitely would have set back hobbyist drone pilots with more regulation and BS from the FAA. Of course he could become licensed, apply for and receive a waiver to fly over 400’, but I wouldn’t trust a guy who believes in the Flat Earth to be smart enough to do that. I don’t understand why the guy just didn’t get a pilots license and rent a Cessna instead of building a rocket. We could have gotten up to 15,000’ instead the 2,000’ his trailer rocket reached.
