third character not receiving well rested after weekly reset.
for the second week in a row my third character has not received the well rested buff. the only thing i have done so far this week is pledge each of my characters to a faction. they are all level 25.

The well-rested buff is per class. Since you have 2 hunters, only 1 will get it. This is by design.
