sure the new maps are smaller. but let's take the trials map last week. somebody who stands at the heavy should barely cause any damage with an auto rifle against someone who stands at the low end of the stairs on the other side of the map close to the spawn. or at least the recoil should prevent a full clip of headshots on that distancre. But neither is the case.
and then of course there are the old maps that were brought to D2. e.g. shores of time. somebody standing in the area behind the circle door shouldn't be able to do constant headshots on full auto against someone who is on the other side of the map in the greenish area near the spawn.

Thats why the range reduction is needed. Think about it this way, if they reduce the range, then the damage is dropped aswell. From that range they should be able to only tickle you a little.
