I would like to see something like that, probably as a sort of return of the Concordat. However, lore-wise it wouldn’t make much sense: -By the beginning of D1 the city is at its lowest, having their peak strength of 8 towers manned by Titans to a single one where all the remaining guardians gather. -The cause of this losses include the Twilight Gap, the Faction Wars and the defeat of a 500 guardians strong force (said to be the largest ever assembled) at the hands of Crota. -The Red War should have been a crippling blow, not only for the remaining guardian forces, but also to mankind as a whole. There’s also the issue of whether new ghosts are being created or if there’s a finite number that continues declining overtime. The answer seems to further point at the current people in charge of the story and lore screwing things once more: -Turns out that the Speaker si might have hd another relevant role: producing new ghosts. The Grimoire card for the Motes Of Light indicate that it is suspected that can eventually become the souls of new ghosts. The same card also points out that the Speaker accepted these as currency and the machines in his room were related to them, which makes me think that he was trying to figure out how to produce more ghosts: https://www.destinypedia.com/Grimoire:Inventory/Economy#Motes_of_Light -After the Speaker’s death, the next most likely candidate to continue his work would have been Osiris, his disciple, but the people currently in charge of writing the plot decided it was better to take Osiris out of the picture and ignore the plot line where he could have taken over after hearing of the dead of his teacher. We know that another Grimoire entry in which the speaker sends a message to Osiris essentially asking him to come back: https://www.destinypedia.com/Grimoire:Allies/Osiris#Osiris In conclusion, things look bad in regards of the number of guardians rising again (canon-wise), not to the peak strength of enough guardians to operate 8 towers, but even just to pre-Red War levels with a single operational tower left. As such, it’s hard to imagine that an enemy faction made of guardians could have the numbers to justify one such new group.
