Well if that is the case, I think mote infusion solves the problem. It's a hybrid of exp-based progression and infusion, without RNG involvement. Exp gains can be tilted to make it harder to level up as you approach the light level cap, so getting "max light" isn't easy. And it allows players to progress regardless of what activity they choose to do - because in every activity other than sitting at the tower, you continue to earn exp.
And it just makes sense. When you level up, you earn more light from the Traveler, which the player can choose to apply to whatever gear he wants to increase its light value and make it better. People will have multiple pieces of gear they want to level up, even if they "max out" their favorite/base set, so there is still reasons to continue grinding. And again, max light can be achieved without doing the raid, which is a good compromise position between D1Y1 and D2. IMO, its just one more factor Bungie could consider in restoring elite-tier endgame rewards to endgame content like raids.
