Bungie makes their own tools, though. They built their own engine. If they can't tweak anything, it's still their fault for making it in such a bizarre and obtuse manner.

Well I'm a developer for AAA company and if Bungie being a game developer has made a looter shooter game where content development is really costly then they shouldn't be in this business. Basic rule of any software system as it progresses is to make development easier. If 3+ years can't achieve this... I stick to my original analogy. Also, FPS with level building and customisation has been around since old days on PC. Bungie is not really solving a problem that has not been solved by others before them. They are just being greedy.

I agree with that. I do think in D1 they did not anticipate the communities clamoring for more and more content and come up with this idea to accommodate it. I think it outpaced their abilities pretty quickly. Now fast forward to today and I think they leaned to far to the eververse side and the casual player end of the playerbase which is why we have this issue.

Simply put. They never planned for the success of this game. What else were they planning for if not for content? Unless this was a well planned scam to begin with in the first place.
