Educated guess. Every time Bungie has said "early ___ year", it has ended up being in April.
The "April Update" from D1 was touted for 4 months as "early 2016".... well, it came in April.
It also makes sense because they are likely to drop this "update" right before the May release of the next lackluster DLC.
