Xur never showed
I have restarted my PS4 unplugged it an everything I go back to the traveler an xur is invisible Anni can not buy from him

The waypoint seems to be in the wrong spot - but as noted already, he is in the tower on the upper stairwell that you can find behind the Dead Orbit area. It was the same for me ... the waypoint stops at the bottom of the main stairs in the hangar, like that's where he should be, but I found him after looking around and comparing my location to his on the map.

Xur should be in the Tower in the hangar behind Dead Orbit area.
