They could just leave the existing weapons alone, but add new ones for the Kinetic/Energy slots. I don't see why that would be too hard. Sure, that would shift the weapon balance, but it's not like weapons are super balanced right now anyway. Sniper rifles are basically useless, for example.

You are correct. New weapons can and will be added. They can come in with new perks, a new perk slot, upgradable mods, we could even see re-rolls on stats and mods, etc. What Phantom is asking for is a reversal to what was the biggest difference between D1 and D2. I think he misses the point with weapon selection. With restriction comes the opportunity to drop weapons that break the mold... like No Land Beyond. A sniper in the primary slot. When that weapon first came out everyone hated it until they were getting owned by those who took the time to become good at it, then they hated it again except this time for a different reason. Some players don't like restrictions at all, why not choose a load out of any six weapons prior to event and divide them 2 into primary, 2 into special and 2 into heavy? Doing so could activate a 'dormant' buff. So all weapons would have a primary buff, a special buff and a heavy buff, but those would only activate when placed in those spots. See we can all come up with cool solutions? Most of the DLC's are already done, they are just dropping them with minor tweaks the game is 90% complete so there is a limit to what they can/or will do. I don't think Bungie is that worried about the player base right now. Their biggest worry is when COD:WW2 drops. So reverting back to primary/special/heavy isn't going to make the required difference needed to 'combat' that impending onslaught.
