Terrible stuttering issue that started today!

Similar to the problems everyone else is having, I am having horrible frame tearing consistently for brief moments while in open spaces especially EDZ and heavy combat places like choke points in PVP. I haven't tried running any of these things on my tower, but the problem is persistent on my laptop. (specs here http://www.trustedreviews.com/reviews/asus-rog-strix-gl553) https://i.imgur.com/mLsResT.png (dxdiag) https://i.imgur.com/9N8kSvn.png (dxdiag render) I have tried reverting the nvidia drivers back to earlier working builds 388.13 and 388.00 neither have changed the stuttering issue I optimized my graphics card to the games minimal settings, and turned on triple buffering, fast vsync etc. nothing is working, it seems the latest patch 1.0.7.1 has broken the games performance, I've never had an issue with clans before and the game used to run totally smooth before the new patch. This needs fixed immediately as I am sure many players will abstain from more competitive aspects of the game such as raiding, Trials of the Nine, PVP and prestige difficulties until this is fixed. please fix this quickly!
