Frame loss in windowed mode while watching videos

BattleTag (with numerical suffix): Xarioth#1912 Configuration Info CPU: Intel Core i7-6700k GPU: EVGA GeForce GTX 1080 Ti RAM: 32GB GPU Driver Version: 388.13 Operating System: Windows 10 Pro - Version 1703 Build 15063.674 DxDiag: https://pastebin.com/1fmeq2Cq Issue Information Destination/Activity: All Description: As background I have two monitors, a Predator Z35 (2560x1080) and a Predator XB271HK (4k). My main monitor is the Z35 for shooters. It gets 200fps. It will get 200fps if I am full screen. If I turn it to windowed mode it will remain 200fps as well, however if I play a video on my other monitor, the frame rate will jump down to 140fps and less. While this may still seem above board, this is just in the menu, during gameplay it will go down to around 90 or less. However this is not just a true 90fps, as it stutters as well. This doesn't seem to be affected at all by me having max graphics or min graphics in game. It's really annoying as I have to play Fullscreen to watch videos while I game, however Alt-tabbing is super annoying because it's not a windowed mode. Any suggestions would be appreciated. Thanks
