Probably because in the crucible, WoD was next to useless unless there were capture objectives or you had a shotgun. Since shotguns are power now, and they wanted to make sentinel more appealing for use everywhere, they made captain america. They probably didn't want to get rid of the option however, for the die hard fans.
WoD however had always sucked. What made it great was the buffs you can set to it. Now, with set trees and a spec towards the mobile option, it lost it's big use and warlocks snapped it up. The new WoD is a towering barracade in front of a warlock rift, save your super for bashing heads.

Well they seem to have completely -blam!-ed it for "diehard" fans, they may have well has given us a different "final node" which changed the way the super works for the better. The other node is an extra shield you can throw. How unimaginitive can they get?

Hmm, idea. Final node gets rid of WoD completely, but makes the "defensive shield" buff of Captain America an aoe bubble that is slow moving but mobile. Only activated while actively shielding (was it L2?) and doesn't block, but greatly decreases damage for everyone inside, just like the normal super shields do.

Or maybe it could make the shields [i]not[/i] move slower than a dead cat and actually captain america speed
