Cosmo, Deej, and Bungie at large are in a tight spot. Let's take Cosmo for our example as to why. Cosmo only answers specific threads. If you look at what they are, you will see a pattern emerge. He wants to engage the community, which is good, as that is his job. However, he will only post replies on threads that are concerns where Bungie can admit that something went wrong with the game, not that a decision made in the creation of the game is wrong. Example: He may respond to "Bungie, ammo drops seem to be not at an appropriate level" because that can just be seen as a coding or statistics problem with the game, and not a poor decision actively made by the team. He would likely not respond to "Bungie, your game has been balanced for a crucible that half of the players don't like, at the expense of completely neutering PvE." This one he cannot respond to, as a respond to the affirmative would confirm that Bungie knows that this choice was wrong, and a response the contrary would confirm that they really have not been listening to their community. Both of the examples given, most people would agree are true statements, but answering the one that could reinforce negative opinions toward the company is something that he can not do.
