"There were no still-active Bungie.Net accounts who could accept this request" response on an active group!

We have been having problems with group applications for a while, with only one of our group admins receiving notifications of new applications. Now not even she is receiving the notifications, and we're getting messages from interested players who say they're getting an error. I logged in on an alt account and tried to join the group, and got the error "There were no still-active Bungie.Net accounts who could accept this request". I've posted several other posts about issues with groups, but gotten no response. A response on this one would be really, really appreciated. Our group is still active, our admins are still active, and this completely hampers our ability to recruit to the community.
