I get in raid groups with people that say 'know what to do' and then 'oh i usually only run at gauntlets', 'oh i usually run prism on left side in the pleasure gardens', 'oh i'm always in the throne room at calus'. None of the players that I've ever met that post 'know what to do' - know half of what to do. The amount of times someone asks in raids 'who wants to do this?' and no one answers... People don't know how to move around the underbelly of the raid, or how to open the passages out of each encounter when it's faster from one to another if you're going for chests or not. People don't know because they watch too many YouTube videos instead of playing the actual game and learning. They shy away from actually playing that way because they feel they 'must know' how to do something they've never done before. What kind of an expectation is that? If you feel like people are wasting your time, ask before you start the raid. I don't think there's anything wrong with wanting to do a raid with experienced players but you gotta let everyone know in your party chat, not on the forums.
