Uploaded a recorded video of the stutter happening every second, recorded the mouse pointer as this was easiest to see https://www.youtube.com/watch?v=EnJ6Fx36tZ0

yep, that's it. its not just pointer stutter either - watch the particles in the background, the whole game hiccups
