honestly with around just 1 year in development of the story (after the original Joe Staten story supercut video released, which to be honest sounded fairly well fleshed out and seemed to have some good plot and twists), this game had some serious downfalls during it's development and very little could overcome that (yes the bare bones framework was there on release, but it still needed several more years in development to overcome that).
but that still doesn't excuse the mess that the game has become after years of gameplay, the community is toxic, the story in particular had a vague plot, thin characters, and opaque dialogue at best (more so in the first year than now).
the overall balance of the game for PvE players got destroyed (usually monthly) by players complaining about being killed in PvP for one reason or another.
the guns and armors are all based of very few architype's, so most are copy and pasted just with different colors or something like that and there is very little difference in most weapons and armors preformance (except for exotics or unless you had the "god" rolls of that gear, which most of them have been nerfed to death over the years).
there are very few abilities that can preform well in PvP that can also preform well in PvE environments so they should have kept balance separate for each, so to get into PvP environments you should have required a multiplayer patch so the PvE environments can remain generally untouched from vanilla with small fixes needed for simple PvE glitches and things like that.
