It's the parents fault. Although, to be fair a lot of those parents were latchkey kids so they're probably overcompensating for that.
Too many shitty kid stories to even know where to begin.
But I think a large part of the problem is now parents bend over backwards to make their kid the innocent victim, it's always someone else's fault or some outside circumstances like they were too tired.....
Like once I took a kid to a sport practice at a gym, the gym had gymnastic equipment and made an announcement everyone stay off it. It was expensive and stay off it. Seems like no problem, right?
There was a brother and sister abput 8-11, both kept running and jumping on the stuff. Someone who worked there politely told them to stop. As soon as she'd leave the room they were right back on it. By the third time she asked loudly "whose kids are these??" A mother says hers and is told they need to leave the room. So the mom tells them to go the basketball part and i hear the mom tell them the worker was "just being a bitch". Unbelievable.
Then the lady comes back with both kids saying they keep turning the lights off in the basketball gym while people are trying to play and they need to leave.
Again the mom talks to the kids like they were the ones wronged in all this, the lady just has some vendetta against her or something.
Next practice there was a sign posted saying drop your kids off and come back, only coaches and players allowed.

These kind of parents just think that any discipline or telling you're kids "No" is somehow wrong. Which is ridiculous; how are they going to learn to discipline themselves in life if they don't learn it when they're growing up? Because in real life outside the home, you don't have parents handing you everything you want.
