When did valve decide to step in? Last I heard it was going to be blizzard? Haven't been following D2 much at all

Valve didn't. They banned people from their own service. It has no relation at all to destiny the op is just making false equivalencies.

They aren't even close to the same bans though. Valve banned people for using hacking programs, Bungie bans based off of connection issues. Not even close to the same. Furthermore valuable doing banns is more of Microsoft or Sony doing bans rather than Bungie doing bans as accounts were banned from all online play while Bungie can only ban you from their game. Not even close or related situations.

Cheating with hacks is black and white. With Destiny it's gray as some people have just bad connections. That's not manipulation of their connection. That's mainly Bungie's shit matchmaking. You also assume they don't do many bans, which you're just assuming. While I believe they should share the number of bans they do they simply don't so you're comparing a number that is inflated thanks to CSGO to an unknown number on a single game.

I'm talking about identifying cheaters. While one game of a game like csgo can alone be used to prove hacking and cause a ban the same can't be said for destiny. Because it's connection based and some connections are just bad but not being manipulated you can ban people based off a single game of pvp. It should also be noted there aren't even close to 40K cheaters in destiny. It's probably less than 10K so unless you want them to start banning innocent accounts you're not making a logical connection between the two. Now if you were making the connection that valve did permanent bans we wouldn't be having this discussion. But you aren't. You're making the claim that quantity of bans is better than quality bans.

Bungie does enforce its rules. You have zero proof they don't other than you randomly claiming they don't. They just don't announce the number of bans there are but there are bans for cheating.

Then valve fails as well as there's still constant cheating on their platform. So they must not be enforcing their rules either.
