Won't work in Raids. The checkpoint system will ignore such a feature. If it is implemented in Raids people will simply just go to Orbit and switch. As a result it is absolutely pointless to even add it to Raids as it slows down the experience.
They can't compromise the Raid experience by removing checkpoints to accommodate this feature. They want to promote the Raid beyond the figures they got in the original? They won't do that by removing checkpoints.
There are plenty of reasons why people may have to leave a Raid and play it at later time in the day or week. A lot can happen in the time you are not Raiding. They can't lock people out from resuming Raids if they are not using their initial loadout because they deleted or infused a weapon both intentionally or accidentally.
It'll be a Strike modifier at most in PvE and an outright restriction for PvP for Trials, possibly Iron Banner and the Competitive Playlist they mentioned.

It can work if they do Normal and Heroic which can have the normal Challenges we are used to. Then have a third mode where there are no checkpoints where everything is the same as Heroic but with load out locks. There will be a ton of people who will want to do that just for the bragging rights alone.

They can't prohibit people from rejoining Raids to accommodate such a feature either. There are other parameters which can lead to people having to rejoin others in activities already in progress such as lagging out, the game crashing, individual error codes, internet disconnecting and even random power surges.

There are easy fixes to that though

he can do it in raid ;) if you want to slow down your experience it's your fault if you do not slow down don't go orbit to switch equip ;).... for now in D1 we don't have locked load outs and people go to orbit to get some heavy ammo etc.
