There are a number of reasons for this, but there are two primary reasons it's considered the "best".
[b]1. It's a hybrid of two Fusion archetypes[/b]
Technically, Saladin's Vigil is apart of the same archetype Omolon's Thesan FR4. This gives it an incredibly high stability. However, due to the barrel perks it has, it's impact is the same as a Wizard 77 or the Vault of Glass' elusive Praetorian Foil.
[b]2. It has a very good perk pool and a good perk tree[/b]
The way the talent tree on Saladin's Vigil is set up is the same as Year 3 Iron Banner weapons. This same talent tree and good perk pool is what made the Clever Dragon very good during early Year 3. The way the perk tree is set up allows perks that directly affect the visible stats, such as Braced Frame and Hammer Forged, and perks that affect handling, such as Quickdraw and Single Point Sling, to coexist. There are also very no "bullshit" perks (think Exhumed, Danger Close, and I suppose Army of One) in the final row.
Now what you have is a fusion rifle that has the impact of a Wizard 77 along with the stability and charge rate of a Thesan FR4, and none of the downsides. Combine that with a really good perk tree and perk pool, you get the deadly fusion rifle known as Saladin's Vigil.
