The reward is a cosmetic, emblem/shader.
Also, the rewards are per account, not per character. So no, you don't have to transfer your characters.

They didn't directly confirm this but their words were "Characters who complete The Black Garden Mission and reach level 20 get the character transferred to D2, just their looks though, no armor or weapons or progression. And then they said that Guardians who participated in Destiny 1 will get special stuff for showing their veteran ranks.

You really think they would ONLY allow the guardians who transferred up to wear those emblems/shaders? You make me laugh.
