Saw an article while searching that Best Buy is charging $20 to cancel preorders taken at Best Buy and Best buy online.

In the US you normally can't cancel digital purchases over PSN or XBL, even preorders. As far as Best Buy, that's a bs rumor, as they would have to have had that rule well before you made your purchase, and I've never had or heard of such policy in all my dealings with them: http://forums.bestbuy.com/t5/Gaming-Support/In-store-and-Online-Pre-order-FAQs/td-p/636272 The only time they may charge money is if you earned enough through your preorder payment to get their game club rewards or if you cancelled he preorder after the item has shipped to the store.
