I believe that there is a greater problem underlying this debacle that has plagued the game since day one. Cross balancing gear, weapons, and abilities for both PvP & PvE is a tall order. While some preliminary measures such as restricting exotic use in the competitive game modes could lighten that burden, what we really need is separate balancing. When a change in one area creates problems in another, it leads to an endless game of nerf/buff Whac-a-mole. This balancing act also restricts the level of power and diversity of effects that can feasibly be added to weapons and armor.
TOO is not a bad game mode, but complexity in the game balance between the PvE and PvP seems to have made weapon re-tuning sluggish. Another problem is that the exclusive gear for this playlist draws in less competitive players, but competitiveness promotes excluding weaker players. If the systems rewarded stronger players faster, but also rewarded weaker players eventually, I think much of the toxicity could be avoided.
