I'm not entirely sure, it kind of adds to the useless lore in the game, but from my personal experience it seems that the new artifacts perks don't even trigger, and if they do it doesn't work with the adept primaries, I've gotten at least 100 precision kills with my adept fang of ir yut, with the arc catalyst artifact perk not dropping a single orb of light yet.
