It all stems from CGN/LSN/NAT444, if you dont know what this is watch the video.
How to check if you are on CGN log into your router and check its wan ip, then cross compare it to ipchicken.com If they are different then you are on CGN, if the same then you are safe for now.
What does this mean to you well if you are on CGN and playing someone else that is also on CGN at the least you are going threw four routers, which causes latency issues and possible nat issue. Which you the player feels as lag.
How do you fix this well you need a static ip, now some ISPs well not sell you one on a residential account and tell you must upgrade to a business account, which cost alot more and have a static ip charge on top of that, other ISPs well sell you one ranging anywhere to $2-$20+ for an ip that you have to configure into you router yourself, but gets you off of CGN. In doing this you reclaim your INT and have the best possible connection to the WWW
So why does this bring us to DEDICATED servers it reduces the amount of hops and hardware that has to process data, which in turn well reduce Latency to the player to create a less stressful experiance.

TLDR: CGN is junk and we need dedicated servers to help counter act it

So... Where does ping lock fall into this? Because dedicated servers by themselves wouldn't fix the issues. Netcode is also a factor
