Completely rethink the entire economy on a fixed scale, while still strongly encouraging primary gun fights. Change the economy in a way that would require some communication and planning ahead. Enforce a punishment upon death to ensure that players spend their special ammo accordingly. This would surely make special weapons feel "special".
- Initially spawn in the beginning of a Crucible match without special ammo
- Special spawns ~6 times a game [i](Roughly every two minutes)[/i]
- Each map spawns 2 special ammo crates, one in each initial spawn [i](3 crates for Rumble)[/i]
- Each special ammo crate spawns at a fixed time on the time limit clock
- Lose ~25% of your special ammo inventory upon each death [i](Does not apply for Sidearms)[/i]

Add more of a risk/reward factor to its current state (2.5.0.2)...
- Killing an enemy drops a small portion of their available special ammo inventory
- Enemy special ammo drops disappear upon death
- Icebreakers, Invectives, and Sidearms do not drop special ammo
- Ammo can only be picked up if you walk directly over it
- Lose all special ammo upon death
