The best way (from experience) to break this Light barrier is to run a lot of SIVA Crisis Heroic or Nightfall strike to either get loot from the chest at the end or end game rewards (Nightfall). Another easy way is an event such as iron Banner. Some may say normal Crucible is a good way of levelling up but it is much slower than these other options.
