I agree with you here. Unless some perk was ridiculously overpowered, backed up by data then leave it alone. If you create a perk for a weapon or piece of armor you should think about it before you release it.
Instead of merging this and buffing that or whatever, maybe they should create gear in the game that "countermand" some specialty in the game. That would be a much better way to balance the game.
