Trying to achieve balance is pointless when the gameplay is plagued by lag, and the player who is benefiting from the broken netcode usually wins the gunfight, not the one who is better. Every lobby, and i do mean every lobby, has at least one player who is getting kills they should not be getting because they are lagging and not taking any damage.
And what you have done here is not balance, you just made hand cannons even stronger and created sidearm overuse.
