All the problems you are referring to are the result of three things.
1. Bungie wanting the Crucible to play like Halo but not understanding that you can't do that unless the game is designed like Halo.
2. But since they allowed people to bring their own weapons in and choose when to fight with them this forced them to have to do one of two things
A. Allow primary weapons to kill fast enough to properly balance them versus specials. They refuse to do this because it will result in a game that plays very different from Halo. Or...
B. Remove special ammo from the game entirely and basically back engineer Halos design by depriving players of choice like in Halo. Which is what they tried to do with this patch, by taking away people's special ammo.
But...
3. People will always choose the most lethal option available to them. Otherwise they give away a competitive edge to the player who does. Since the game offers several ways to workaround this---sidearms, Ice Breaker, Invective, NLB, and UR---how this patch was going to play out and what meta it would produce was easily predictable.
...and that we're going to get one that is even more unidimensional and boring that the previous one. Different. But one that will get stale even faster.

It also sounded in their stream that nerfs were made by devs because they didn't like them not because they were OP, which is wrong in so many ways. The games for us, why not do a week long test patch to see what we think then adjust accordingly? That doesn't seem like a bad idea, as having us wait five months for a glitched patch.

I believed they could of left shotguns where they were, that way you didn't need to nerf every health regen perk, but they would need to restore snipers to their former glory of ads time and original scope values to combat the rush. That way they could blanket buff primaries, making them the go to weapons they are intended to be. Fast paced gameplay is 10-1 better then what's been happening that I've seen. I preferred the "OP" suros, vex, thorn, last word, hop scotch, red death, high cal mida days, because those were all primaries that we mained back then. When exotics were exotic. I get what your saying but the "balance," that I see people wanting and myself was primaries as a whole being buffed with secondaries being able to compete with one another's one bang capabilities. This meta we have right now is probably the worst it's been. Yeah primaries are decent now, but high range hand cannons are clearly the better choice simply for TTK and how the maps are designed gives them serious advantage.
