So I made a post exactly like this a few days ago but it got widely ignored due to my "Thorn needs a buff" post taking all the limelight. Hoping it'll gain some traction this time around.
This would also be an amazing opportunity to bring old raid gear up to year 3. Each week we get a different raid from years 1 and 2 (Skolas included even though it's not a raid lol). This raid would drop year 3 tier gear and would ONLY be playable on hard mode (380+ light). This would be a great way to attract back old players, add extra content to the game, and would require little work since all that's really being done is buffing enemies and bringing up already existing gear.

Now look what's happening, all raids are coming back at 390 with new gear and new raid ornaments with weekly raids

I think that would be tough because that would just alternate through a cycle of 4 raids every 4 weeks and they can't just 'develop' a new raid every week. Nice idea though.

I hoped thats what the raid challenge mode would be. Would love to be dropped in a random raid encounter and have to complete it a certain way with modifiers

This would be something similar to what they do with the weekly crucible playlist. They switch from mayhem, zone control, combined arms, etc.

I believe they're bringing vog back as they used stream and boat terminology in the update hinting about new content. The only stream we've been told about is the time stream and I doubt a new vex story I coming out, they're just gonna update vog.

The old raids are most likely what the spring update will be all about. The strikes brought back for the Dawning not only act as a tutorial for new players on how some of those raid mechanics work but also setup some of the story explanations for how the raids would come back to relevance.

Obviously they are bringing back the vault of glass raid.......you think they changed the strikes to incorporate mechanics from the raid for no reason?..... Naaaaaa.
