I was thinking, what if this artifact didn't remove your super bar, instead it just disabled its activation? That way things like simmering flames or Tlaloc could still activate. Would this be OP?

Yeah if that happened that would lead to a petition on the forums regarding the removal of the sunbreaker class as a whole to happen. This is because the combo with simmering flames and memory of felwinter would stack making armamentarium not needed in infinite fusion grenade spam especially with a max discipline build. As well as the choice of any exotic of that players choosing. Furthermore this also stacks with stoke the forge and essentially giving that Titan infinite grenades as well as infinite melee charges.
